The Election Commission shall establish the location of each Precinct in accordance with § 11(C)(8) of this Title and the autonomous nature of the Election Commission. The Election Commission shall promulgate regulations listing the approved locations for Precincts, provided that said regulatory provisions listing approved locations may be amended, if needed. Each Precinct shall be open for a 12-hour period. The preferred period shall be during the hours from 7:00 a.m. to 7:00 p.m. on the day of the election. If the opening of a precinct is delayed, said precinct must remain open for a full 12-hour period to ensure voter access.
