A. Cherokee Nation Historic Cemetery: A cemetery located within the Cherokee Nation Reservation, established prior to November 16, 1907, which:

a. Includes graves, a majority of which hold the remains of citizens of the Cherokee Nation, or

b. Which are of historic significance to the Cherokee Nation due to the presence of preserved grave markers of Cherokee Nation citizens or proximity to Cherokee Nation historic sites.
